If you have had past exposure to asbestos can new exposure trigger more problems?

OSHA can’t do a thing as they are there to ensure the health and safety of “workers”. From your description, it sounds like you guys own the apartment building or at least your husband was fixing a leaking pipe in the building in which you rent. Either way, OSHA has no jurisdiction.
Yes, exposure to any kind of dust can trigger what your husband experienced after his initial exposure.

Call the Environmental Department in your city. These are the people who do something about the asbestos and other bad living conditions.
Yes, OSHA can help with your husband’s problem as he is the maintaince for the building? so he is a worker!!!

But … with your husbands condition … I suspect this would smother his breathing ….
The logical response would be to have an asbestos removal team clean the mess up … but as you know … that is very expensive ….
