What are the regulations for Asbestos Removal?

I am just wondering as I work in a power plant and see this stuff around. If I am not correct, the following are required and this is what I see at our plant:

Respirator
Protective Clothing
Double Bag Asbestos
HEPA Vac
Always keep the material damp

Let me know if there are anymore regulations.

Also, how does the HEPA vac work? Does it release any fibers except when you open it to discard the filter?
Also, I believe that our employees are required to change clothes right after messing with asbestos.
Do I have any risks of developing asbestos diseases since they are always removing this stuff? Just like today, I saw a guy wearing a respirator and coveralls to the asbestos change building, which is outside. I did see that his mask was wet, so they had wiped it. It is also possible that they could have sealed the area around the pipe that he was working in without him going physically in it. I am not really sure, but I have seen them do that. This stuff always makes me wonder. I would ask more details, but I am just a contractor and am only here at this one specific plant for 2 weeks.

    They make disposable clothing just for that. Also they must be certified in asbestos removal. Not to mention that the area they are working in must be sealed. A person is supposed to be monitoring outside the area to ensure that the airborne asbestos levels do not exceed the maximum safety requirements.
